11 – STAFFING REQUIREMENTS

Policy

Recovery Works ensures that it’s services are delivered by qualified individuals and supported by sufficient administrative staff to ensure efficient program operation.

  1. The program shall have sufficient types and numbers of staff required to provide services offered to clients as outlined in its program description.

  2. All Recovery Works staff who are subject to professional acts must be in compliance with the state practice acts.

  3. Recovery Works counseling services shall be provided by individuals qualified by education, training and experience to provide substance abuse counseling and who are licensed/certified if required by state practice acts.

  4. The medical responsibility for each client is vested in a licensed physician who oversees any medical services provided by the program to its respective clients. PAs or NPs may be utilized to the extent allowed by state practice acts.

  5. Recovery Works shall have available professional mental health consultation to review selected cases and to provide assistance to the staff in client management or for referral for psychiatric services.

  6. The Recovery Works Clinical Director must be either a MD licensed in the state, a licensed practitioner who is licensed to provide treatment, therapeutic advice or counsel for the rehabilitation of drug dependent persons in compliance with state practice acts or a Certified Addiction Counselor.

  7. For any employee hired after the effective date of these rules, employment and criminal background checks shall be conducted prior to employment, and only persons with no history of violence or abuse which would pose a risk to the clients in treatment shall be employed by the program.

  8. Prior to working with clients, all staff who provide treatment and services shall be oriented in accordance with these rules and shall thereafter receive additional training in accordance with these rules.

Procedure

  1. All staff who provide direct therapeutic care to clients must be either licensed, certified, or working towards licensure or certification. Unless licensed or certified all other direct client care must be done while under clinical supervision by a qualified professional.

  2. The service being performed will determine the needed supervision credential.

    1. Medical services will only be provided by licensed medical personnel as allowed by state and federal regulations.

    2. Therapeutic services will be delivered by staff who are qualified to practice the specific services they are providing. Counselor’s in Training must have an active supervision contract with a clinical supervisor and meet the criteria for exemption form the state practice act.

  3. Supervision Contracts are maintained in the employee record.

  4. The Program will maintain a contract with a physician to serve as the Medical Director if the Administrator is other than a licensed physician.

  5. Employment and criminal background checks shall be conducted prior to employment, and only persons with no history of violence or abuse which would pose a risk to the clients in treatment shall be employed by the program.

  6. Prior to working all staff will receive orientation and documentation of such will be recorded in the employee file.
